RSE Inc business license 1989 special use permit?

The RSE Inc business license described RSE as a Fraternal Organization with a Special Use Permit. 1989
Lets have a closer look at this...
JZ Knight has been operating RSE as an international school for over twenty years now, yet, is licensed by Thurston County officials in Washington State as a fraternal organization with a "special use permit"!
a fraternal organization to what? and what is a special use permit?
This county permit to allow JZ Knight to operate a multimillion dollar business fronting as a private school
without any regard to State and Federal standards demanded of legitimate private schools and church organizations in Washington State.
If RSE was permitted correctly it would be shut down immediately for gross breaches of health and safely standards.

4. Subsequent to the 1989 site plan review approval, the subject property was rezoned. It is
currently zoned Rural Residential - One Dwelling Unit per Five Acres (RR 1/5) and is
located within the Urban Growth Area of the City of Yelm. This zoning classification
permits fraternal organizations with a Special Use Permit. The Thurston County
Development Services Department determined that the operation falls within the
definition of a fraternal organization and no appeal was made of this determination.

RSE SPECIAL USE PERMITS has lapsed.

The RSE permit (SUP-95-007) 1989 for expansion of the arena from 999-person capacity to 2000-person capacity has lapsed.
"A special use permit shall automatically expire unless substantial construction is completed within two years from the date"
The RSE school assembly hall was never expanded to accommodate more than the permitted 999 students.
However, RSE states that the arena has the capacity for as many as 2000 students and these students are
allocated seats in the arena.
This is in violation of SUP-95-007 permit.
The proposed expansion of the RSE arena to increase the size from 20,000 square feet to 47,000 square feet never happened.
The RSE arena (or school assembly hall) has been repeatedly used in violation of the permitted number
of participants (999) as set forth in the SPR-3-89 permit that has been granted to JZK Inc. RSE business
At major RSE events the overcrowding of several thousand students packed in the arena, often drinking alcohol and sleeping overnight
is a health and safety issue especially in regard to a fire outbreak.

18.97.070 Expiration and renewal.
A special use permit shall automatically expire one year after the date it was granted by the hearing examiner unless a building permit conforming to plans upon which the permit was granted is obtained. A special use permit shall automatically expire unless substantial construction is completed within two years from the date the special use permit is granted by the hearing examiner, unless a renewal is granted or unless the SUP specifically provides for a period greater than two years. The hearing examiner, upon recommendation of the zoning administrator, may renew a special use permit for a maximum period of one additional year. No more than one renewal shall be issued for any SUP. A renewal may be granted only if there have been no pertinent changes in conditions surrounding the property since the time of original approval. No hearing is required for renewal of any special use permit. (Ord. 016/2006 § 2; Ord. 1203, 2000)
18.97.080 Revocation of permit.
A. The city council, after a recommendation from the hearing examiner, may revoke or modify a special use permit. Such revocation or modification shall be made on any one or more of the following grounds:
1. That the approval was obtained by deception, fraud, or other intentional and misleading representation;
2. That the use for which such approval was granted has at any time ceased for a period of one year or more;
3. That the use for which such approval was granted has been abandoned;
4. That the permit granted is exercised contrary to the terms or conditions of such approval or in violation of any statute, resolutions, code, law or regulation;
5. That the use for which the approval was granted is so exercised as to be detrimental to the public health or safety.
B. Any aggrieved party may petition the city council in writing to initiate revocation or modification proceedings.
C. Before a special use permit may be revoked or modified, a closed hearing shall be held. Procedures concerning notice, reporting, filing fees and appeals shall be the same as required by this chapter for the initial consideration of a special use permit application. (Ord. 016/2006 § 2; Ord. 1203, 2000; Ord. 922, 1989)
