Accused of filing fraudulent tax returns, a Yelm man and his wife were arrested by the FBI Thursday morning.

FBI spokeswoman Ayn Dietrich confirmed that Raymond Leo Jarlik-Bell, 68, and Christine Jarlik-Bell were arrested by the bureau at their Trails End Drive home in the Bald Hills.

Neighbors reported seeing a large amount of federal agents in the area.

“It started ... with the SWAT team coming in and arresting the people across the street,” said Bob Carvey, who lives across the street from the Jarlik-Bells. “They blocked off the road with M-16s.”

“They hauled off the woman in chains.”

According to a criminal complaint filed in U.S. District Court, the couple filed three different tax returns in 2008 and 2009 the IRS deemed fraudulent.

The total amount in claims was more than $320,000.

During a detention hearing Tuesday Jarlik-Bell was remanded to custody.

“The Jarlik-Bells are participants in the ‘Sovereign Assemblies’ movement and consider themselves ‘sovereign citizens.’ As sovereign citizens, they believe they are not subject to some or all of the laws governing the citizens of the United States,” according to court documents.

Raymond Leo Jarlik-Bell is no stranger to tax fraud schemes.

In May 2005, Raymond Jarlik-Bell was permanently barred from promoting two tax fraud schemes. As part of that injunction, Bell’s two businesses, American Beauty Rose and Best Way, Inc. were also barred from selling tax fraud schemes.

“The court found that the Bell’s first scheme used sham trusts and unincorporated business organizations as a means of attempting to conceal income from the IRS,” according to court documents. “As a second part of the scheme, Bell helped his clients falsely claim tax-exempt status for their businesses and assisted clients in fabricating and inflating deductions in a fraudulent attempt to evade income and employment taxes.”

Jarlik-Bell made headlines last year as a member of a Constitutionalist movement called the Assembly of Delegates of the United States of America AD 1791.

He also identified himself as a Thurston County Ranger, which is a peace officer position within his movement.

Last year he was arrested by Yelm police and tased for not cooperating after being pulled over for not having a license plate.

Charges of third-degree assault and felony harassment were also referred after Jarlik-Bell was heard in jail threatening to kill police.

what the newspaper doesen't mention is that christina and raymond are students of rse. they might be not current. which is the excuse of rse anyway.

that was what came to my mind reading this article. i wonder if nissqually news asked rse if they were students and got shut up already to leave this part out.

My oriinal post is lost - trying again.
This is quite an interesting article, Ex, and perhaps there is a common mindset between the South African couple and the couple in this case, but I still don't quite see the parallel.
The man may be a miscreant, a tax cheat, a loud mouth, not a good citizen, and beligerent, but he hasn't killed anybody.
His wife was 'hauled off in chains' according to a neighbour, though there is no mention of her having a criminal record.
In a fit of anger he said something like "I'm going to kill those guys" and this was treated as a felony offence of uttering a threat.
The man was tased for driving without a license plate and kicking up a fuss when he was pulled over - TASED - and this can in some cases kill a man his age. He is being treated like a thug for what are essentially non-violent crimes. I see this as an abuse of authority on the part of the State Police. A SWAT team, for tax fraud????

you cant see the parallels? this guy is above the law. he tryed to defraud the government for over 300 thousend dollars. yes he outdid the southafrican couple. if there woulden't have been a swat team i wonder how this would have turned out. the mindset that he is right and everybody else is wrong. is the same. by the way he diden't get stoped only ones he is known to threaten police officers and he has the right to bear arms. how much christina is involved in his shady businesses i don.t know, i agree with you there that this was maybe over the top. i hope christinas son is well he is just a teenager. the article is very tuned down. i know some of this guys stories.

I'm sure you know much more about this than I do.
Still, I don't think this is a good sign, considering the erosion of rights it implies for the average law abiding citizen (which I own it does not sound like he is)...North of the border here, I read too many stories in the American news about arbitrary searches, SWAT teams for petty crimes, airport scanning abuses of law abiding citizens. Recently, I read a story about a SWAT team storming into an old lady's house (in plain clothes by the way) and when she pulled out a gun to defend herself against what she thought was a home invasion, they killed her - and they were in the wrong house. Perhaps I overreacted.

During my time in Yelm a guy by the name of Leo Bell was doing pretty much the same thing could it be the same guy with a different first name.
Never mind I read the article again and it is Leo. He also married a ramster but not sure if he still with her. Leo has been doing this for at list 20 years,

i know him as raymen. he is still married the christina in the article is his wife. he and her are rse students. i saw both of them on the ranch.
as i understand that the 300 000$ wasn't run up income tax he tried to get them on returns.
he didn't pay any of his vehicle tabs. after he got in trouble he tried to run his dump truck and his vehicles as farm equipment. the problem with this was that he still drove into town. the local police stoped him of course. non compliance and threats as it was called in the article, was his usual reaction. the county and local poliece got tiered of him and removed all his farm ex-tempted licence plates. so he drove without any and not only once. this guy doesn't have a farm. i saw some of his electric work. no permits, exposed hot wires from a house conection on a meter base [just to mention that he didn't put in a plug for someone] during one and a half day. by the way he tried to overcharge the customer and threatened.
the problem i see with this is there r several characters like this drawn to yelm through rse. having their guns ready for the days to come. and willing to use them in a case were no one can hold them responsible. as a front rse shows up very compliant with law and societies rules.even distances itself from guys like this. behind closed doors ramtha plays a different tune pushing them forward in theire asocial behavior with: telling people to get ready for plunderers. putting bear traps in front of the stereo hoping the burglar bleeds out, government is the enemy...... and that is some of what i heard directly from stage. i wont start with what some people do with this sort of teachings and the advice given from 'fanatic specialists' at rse. you can see this in this two stories. that's the parallel i see.

When I was there he was with a lady by the name of Louise, Not sure if they were married,I think he was or is ramster only to give himself some credibility with them so he can better scam them. I met him a few times, and I knew Louise pretty well never understood why she got involve with a guy like him.

I heard was he was being detained in a federal prison without a trial.

I heard he used to have secret meetings and everyone who went, is now in hiding, one guy says a helicopter flies over his house everyday.
Meetings about how to stand up to the Gov. or something like that.

Leo Bell I heard that name too. And Raymond.

Who knows, all these people are just crazy and believe they are persecuted.

I heard that he defrauded for 300, 000 $ by using the constitution. and that was the check he got from the IRS.

I really dont pay attention, but everywhere I go people are talking about this.

They are current RSE students.

I heard Raymond approached JZ two years ago to help her out or something, I think she turned him down.

Apparently alot of business Rse students are shaking in their pants cuz alot of them had dealings with Raymond.

This stuff scares me so much. I dont want to know anything else!
